Reflection/Evaluation
Primary focus was on the Spotted Frog and I addressed several times about fish and foraging for fish….other concerns is that the plan states the limits of lowest CFS flows, which they have been in violation last year. The claim is for water management, but with the continuation of drought, the flows continue to be extremely low. Final discussion was that they are looking at a 12 year plan but meanwhile currently there is no water for farms that produce north of Bend. The idea for the HCP is that fish are supposed to get water first.
