Mary O’Brien brought us up to speed on the history, function and future of NEPA.
Reflection/Evaluation
Mary began by reminding us that, when faced with a decision, we all consider what could go wrong, as well as pros and cons. This is the essence of NEPA, for federal decisions that may impact our environment. It was a little reassuring to hear that only Congress can repeal NEPA, though individual agencies can, and probably will, make significant changes to their procedures. There are 3 social needs within NEPA that must be adhered to, and defended:
1. agencies must spell out impacts
2. must consider alternatives
3. must offer opportunities for public comment
